European Commission slams spam laggards The European Commission has hit out at governments and businesses across Europe for not doing enough to tackle rocketing spam rates. After banning spam back in 2002, the supra-national body says it’s now time for ‘concrete action’ from national authorities, citing figures showing a third of unwanted emails now stem from Europe. Holland - where the government’s diligent approach has helped curb domestic spam by 85% - was held up as one of the continent’s few success stories. The reduction was achieved by prosecutions from spam fighter OPTA, which the EU emphasises has just five full-time employees and required a mere €570,000 investment in equipment. EC IT and media guru Viviane Reding says others should take a leaf from the low countrys` book: "I’d like to see other countries achieving similar results through more efficient enforcement. I will revisit the issue again next year to see whether additional legislative measures against spam are required." Recent figures from Sophos reveal more than a third of the world’s spam emanates from the US and China. But European countries dominate the top ten, with France and Spain on 6%, Poland on 5%, Italy on 4% and Germany on 3%. Now it’s time for everyone to step up to the plate, says the EC. It urged national governments to set clear lines of responsibility to use the tools available to them under EU law, and called for greater cooperation between member states. Industry can also play its part by applying proper filtering policies, it added. The EC held up Finland as the pace-setter in this area, claiming the Nordic country had chopped spam rates from 80% to 30% by implementing filtering measures. Recent figures from Postini suggest spam rates have doubled in the last 12 months, with unwanted messages now making up 91pc of all emails sent.ompared to France and Germany, the UK has the lowest LLU/total DSL lines ratio. By Jun 2006, 30.2% of all DSL lines in France were unbundled, compared to only 6.6% in the UK. But despite the apparent slowness of LLU in the UK, research by Point Topic indicates that LLU has reached tipping-point in the UK and is now accelerating, but some regions are benefiting more than others. In September 2006 there were 850,000 LLU lines, compared to 580,000 by June 2006. This presents a quarterly growth rate of 46.5%. Over the year, the number of LLU lines grew from its tiny base of 121,000 by over 600%. LLU is a process by which alternative players offer broadband via their own equipment connected to the incumbent`s exchanges - in this case, BT`s. By June 2006, the UK broadband market accommodated 12 major LLU operators. With some 9% of the 5591 BT exchanges enabled, Bulldog leads the field. Tiscali and Orange follow with 218 exchanges LLU-enabled. Despite the growth rates, there is still a huge variation in LLU coverage between regions. While 95% of all BT exchanges in London are LLU-enabled, Wales and Scotland have seen only 3% to 5.5% of its exchanges being unbundled. The North West (27.5%), West Midlands (22.1%) and South East (16.3%) rank somewhere between these two extremes. 29/11/06 |
